The main incomes of the horse racing course are from the sale of admission tickets and betting the race. The winner is called the "winning horse" (Win-Tod). The second, third and forth places to win are called "runner-up horse" (Place-Tod). In Thailand, horse racing course is considered a gambling business that causes adverse effects on health, society and economy as to its gambling nature that is contrary to good morals. Typically, gambling is illegal activity in Thailand. However, for the horse racing course, the government levy taxes for the purposes of earning government revenue and limiting the business. The excise tax makes the operating cost of horse racing higher. As a result, it can reduce the demands for horse race betting. In addition, this service is considered luxurious or surplus to the goods and services that are essential to everyday life.
